No it's not.

The addnode.sh commande basically clone the clusterware from one node to a new node. In that case there is no upgrade of the clusterware on the new node. But you can refer to what is said by the installer after it succeeded, you'll see it doesn't talk about root102.sh

Hi,
When doing a regular (2 nodes) CRS 10.2.0.4 installation, running root102.sh script is required when applying the 10.2.0.4 patchset.
Isn't necessary to run that script when adding a node to the cluster ? if not, why not? one of the steps root102.sh does is:
## Step 4.1: Copy reboot_toc to /var/opt/oracle/bin
we noticed that file is not copied when adding a node following the procedure you describe above.

Thank you!
